Former PM HD Deve Gowda Writes 11-Page Letter to CM DK Shivakumar, Urges Government to Scrap Bidadi Township Project; Warns of Satyagraha

@JanataDal_S Supremo and former Prime Minister @H_D_Devegowda has written an 11-page letter to Chief Minister @DKShivakumar, urging the #Karnatak government to immediately abandon the proposed #GreaterBengaluruIntegratedTownshipProject at Bidadi, alleging that the project is financially unsustainable, legally flawed and detrimental to farmers’ livelihoods.

He warned that if the government refuses to withdraw the project, he will stage a Satyagraha in front of the Mahatma Gandhi statue at Vidhana Soudha.

In his letter, #DeveGowda questioned the government’s financial decisions, stating that while the state has permitted borrowing ₹12,511 crore for the township project by mortgaging BMRDA properties, it has guaranteed ₹7,500 crore, with the remaining amount to be raised from banks and financial institutions. He also noted that the Bengaluru Development Authority (BDA) has approved an additional ₹3,000 crore in equity for the project, despite the state already carrying a debt burden of ₹8.14 lakh crore, including off-budget borrowings.

He cited several reasons for opposing the project:

🔹The proposed township will acquire 7,481 acres and 21.8 guntas across eight villages in Bidadi Hobli and one village in Harohalli Hobli, affecting 82% small and marginal farmers who depend on agriculture, dairy farming, horticulture, sericulture and other allied activities for their livelihood.

🔸The region produces nearly 50,000 litres of milk daily, supplying 6-7 lakh litres every month to Bengaluru Milk Union and generating around ₹1 crore in monthly income, with #women playing a major role in the dairy sector. He argued that the project would severely impact the rural economy.

🔹Gowda alleged that the government has ignored mandatory provisions of the 2013 Land Acquisition Act, including conducting Social Impact Assessment and Environmental Impact Assessment, and criticised the exemption granted through a government order dated March 12, 2025.

🔸He claimed the project would require felling nearly two lakh trees and said the government has failed to prepare a proper rehabilitation and resettlement plan for affected families.

🔹He also questioned the need for a new township when thousands of plots remain unsold in the Dr. Shivaram Karanth Layout and Nadaprabhu Kempegowda Layout, while the BDA is already planning six additional layouts near the Bengaluru Business Corridor-2 (PRR-2).

Concluding the letter, Deve Gowda said that if the government does not withdraw the project, the JD(S) will continue its agitation alongside protesting farmers. Recalling his seven decades of public life dedicated to farmers’ welfare, he said he would personally launch a peaceful #Satyagraha in front of the #MahatmaGandhi statue at #VidhanaSoudha if his appeal is ignored.

Strongly condemn the @INCKarnataka government’s high-handedness in filing authoritarian FIRs against innocent farmers protesting the Bidadi Township project. Sneaking into fields for JMC without prior intimation and using police machinery to suppress peaceful protests highlights the absolute arrogance of this anti-farmer regime.

To my farmer brothers: Do not be intimidated by these scare tactics. We stand with you shoulder to shoulder and will extend complete legal and ground support to fight this injustice.

I demand that the state government immediately withdraw these FIRs and release all detained farmers within the next 48 hours. If the government fails to act, be ready to face a massive, uncompromising agitation on the streets!

ಸಮಸ್ಯೆ ನನ್ನೊಬ್ಬನದ್ದಲ್ಲ, ಇದು ಸಾವಿರಾರು ರೈತರ ಬದುಕಿನ ಪ್ರಶ್ನೆ. ನಾಲ್ಕು ಗೋಡೆಗಳ ನಡುವೆ ಸಭೆ ನಡೆಸುವುದರಲ್ಲಿ ಅರ್ಥವಿಲ್ಲ. ನೊಂದ ರೈತರು ಹಗಲಿರುಳು ಪ್ರತಿಭಟನೆ ನಡೆಸುತ್ತಿರುವ ಬೈರಮಂಗಲದಲ್ಲಿ ಬಹಿರಂಗವಾಗಿ ಚರ್ಚೆ ನಡೆಯುವುದು ನ್ಯಾಯೋಚಿತ. ಇದನ್ನೇ ಪತ್ರ ಮುಖೇನ ಮುಖ್��ಮಂತ್ರಿಗಳಿಗೆ ಸ್ಪಷ್ಟವಾಗಿ ಹೇಳಿದ್ದೇನೆ.
