The J&K Govt 'Quarantine Center' in Samba, Jammu is basically a makeshift cattle shed. My cousin & my 62 yr old aunt - travelling with passes from Del to Antg - are being held here. They are sleeping on plastic sheets & are given food in plastic bags. The staff is rude, unhelpful
