@racingoncourse@BHAStewards Would it not be easier to say that anything that compromises a horse's chance after it enters the stalls due to the actions of that horse cannot result in the horse being declared a non runner. The risk is priced in then.

A race at Redcar might have the same thing happen, assuming lesser evidence, how does a two tier approach increase betting integrity?
Does the BHA accept that the implications for on-course bookmakers, something not prevalent in international jurisdictions, will suffer in terms of turnover for betting on next race and disgruntled punters?
