Utterly cruel, and entirely pointless.
If the offence is to 'give' the tent, they only have to 'sell' the tents for a nominal fee (1p / £1) to avoid it. Then the charity can do what they want with the money, even give it back to the 'buyer'.
The policy is performative cruelty. 😥
