Considering we're evaluating "winning rolls" for things, that is not only badly designed, it doesn't even satisfy the concept of a fair and randomized loot distribution system.
This is what it looks like when I finally get a good roll. Two of those things dropped. The hunter that won mine also rolled a 100 on the other one. So the game gives him mine instead of their 100 roll.
That hunter was dead for 10 minutes, along with half the raid. Ugh!
Forget the item, I can't get over the bad programming.
If a person wins twice, it vacates the lower roll. In this case it vacated the 100 instead of the 99. Most likely the sort order of loot is different than display order, so the 2nd was the "first he won": 100 roll tossed.
