@JohnBurrett @BetterEval The scope of evaluation has evolved over time. Did it work & the reasons behind it are still applicable but can be limiting. Commissioners of evaluations audiences, stakeholders & its use vary. Hence the need to differentiate types of evaluation. 1 size fits some not all.
