@AutisticSlt @CitImmCanada No he hasn't. The airline says he has to have it to enter Canada. It wasn't acknowledged as a whole website error at the time though.

@CitImmCanada Because of this my friend was not allowed on his $1,000USD flight and we had to cancel all our other flights and plans in Canada, costing us another $500USD. The Canadian embassy said the online application is the only way. You should have a back up in case this happened.
