Our thoughts are with the community of Montreal’s Côte-des-Neiges neighborhood, the injured citizen, and the two brave Montreal Police (SPVM) officers wounded in the line of duty during today’s active shooter incident.
Events like this are a stark, sobering reminder of how rapidly an environment can transition from a normal Monday afternoon to an active, complex crisis. In a matter of minutes, a quiet neighborhood surrounded by schools became an active scene involving a mass panic, a widespread shelter-in-place emergency alert, and private businesses, including local hotels, scrambling to protect guests and staff.
When a multi-domain threat unfolds in real time, the administrative boundaries between agencies, schools, and private infrastructure instantly evaporate. Survival and threat mitigation depend entirely on Operational Coordination.
Incidents like today emphasize exactly why a siloed approach to security training is no longer enough:
•Law Enforcement must instantly establish perimeters and neutralize threats while working in absolute lockstep with incoming medical assets.
•Fire, EMS, and Hospital Networks must be ready to deploy integrated rescue task forces and manage sudden mass-casualty trauma surges under extreme duress.
•Schools, Places of Worship, and Private Enterprise (such as hospitality and retail) must have hardened, stress-tested active threat and evacuation protocols already ingrained in their personnel.

For years, federal spending patterns have reflected a familiar imbalance: billions invested in technology, tools, and “toys,” while training and human capability remain chronically underfunded.
This isn’t a criticism of equipment — it’s a recognition of reality. The most advanced sensors, platforms, and systems are only as effective as the people trained to interpret, integrate, and act on the information they provide.
Consider the scale of the gap:
•The U.S. routinely spends tens of billions annually on security and defense equipment procurement.
•Meanwhile, training and workforce development typically account for less than 5% of total homeland security and defense budgets.
•In several DHS components, training budgets have remained flat or declined, even as operational technology spending has increased.
•Across federal agencies, GAO has repeatedly reported that undertrained personnel and insufficient readiness cycles directly contribute to intelligence failures, interdiction gaps, and delayed response times.
