Shūrā is not applied in matters for which there is a clear verse or ḥadīth. As for democracy, it is applied in everything.

Democracy is from the rule of Jāhiliyyah – the age of ignorance.

Allāh سبحانه وتعالى said:
(أَفَحُكْمَ ال��جَاهِلِيَّةِ يَبْغُونَ وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِقَوْمٍ يُوقِنُونَ)

And Shūrā in Islām completely contradicts democracy.

Shūrā is for the specialists, or the Ahl al-Ḥall wa al-‘Aqd – i.e. those who are qualified to unbind and to bind, while in democracy, it is for the rabble, the degenerates, the innovators and the disbelievers.
