Former National Intelligence and Security Agency (NISA) deputy and current member of the Somalia parliament, Abdullahi Kulane, also known as Kulane Jiis, was reportedly spotted yesterday in Jigjiga with a high-ranking official from Ethiopian intelligence (NISS), who had travelled from Addis Ababa. Kulane is believed to be the intermediary in the purchases of the weapons looted by clan militias in the Abudwaq area of Galmudug state, Somalia.
This development raises intriguing questions about the involvement of the Somali Federal Government (SFG), especially given the strained relations between Addis Ababa and Mogadishu. How the SFG might be entangled in such activities, despite the diplomatic rift, will be an area of keen interest.
