this isnt a typical fee change. before you had a max 1k budget for a transaction. now you have 16k budget.

FALCON used to take 3 transactions to fit 2.5k of data.

Now you pay the difference!
2,500-1,000(.01 "free")= 1,500 bytes.

1,500 bytes x 100micro algo= 150,000 micro algo aka .15 algo, one txn.

No more 1k byte transaction ordering!!
