Here's an evaluation of the main demands made by farmers.

DEMAND 1: LAW GUARANTEEING MSP

IS DEMAND REASONABLE?

+ Cost to procure all 23 cops will equal Rs 17 Lakh crore which is 50% of India’s annual budgetary expenditure.

    + The cost is more than Rs 11 Lakh Crore annual CAPEX spend on Infra in interim budget.

    + Centre’s MSP payout at 2.23 Lakh Crore up by 115% since 2013-2014

    + MSP of wheat up by 62.5% from 2013 – 2014

    + MSP for paddy up by 66.64% from 2013-2014

Take: Economists warn against runaway food inflation. Recommend either tax on rich farmers to fund MSP corpus or back income support schemes like PM KISAN or Price Deficiency Payments (PDP) like those rolled out in MP & Haryana

DEMAND 2: Full debt waiver for farmers and labourers

IS DEMAND REASONABLE?
+ Rs 52K crore debts waived in 2008 for small & marginal farmers

+ Agri credit increased 160% since 2013-2014 to Rs 21.5 Lakh Crores

Take: Expedient quick fix. Economically               ruinous. Studies show waivers encourage people to use their loans for non - productive purposes in hope that there will be further loan waivers
DEMAND 3:  Punishment for the perpetrators of the October 2021 Lakhimpur Kheri killings.

IS DEMAND REASONABLE?:

Matter already before SC. Prime accused on bail.

Take: Demand is politically expedient. Anyone free to approach courts to seek redressal

DEMAND 4: India should withdraw from the World Trade Organization (WTO) and freeze all free trade agreements

IS DEMAND REASONABLE?

+ Since integration with global economic order India has emerged as world's fifth-largest economy by nominal GDP and the third-largest by purchasing power parity (PPP).
+ India’s Agri exports crossed USD 50 billion in 2021-2022

Take: Pulling out from the WTO would isolate India from international markets, supply chains and finance. At the height of its tilt towards protectionism India was crippled by the licence raj. It isn't as if India has blindly accepted WTO terms.

 + DEMAND 5: Pensions for farmers and farm labourers

IS DEMAND REASONABLE?
No. 9% of the government's revenue           receipts go towards pension payouts. Will spur competing claims from others.

TAKE: Higher share of government revenues going towards salaries and pensions will compromise development expenditure and fiscal consolidation targets. States that have implemented OPS are finding it hard to sustain.

DEMAND 6:  200 (instead of 100) days’ employment under MGNREGA per year

IS DEMAND REASONABLE?

Budget allocation will double to Rs 146000 Crores but with rural distress visible income guarantee for 200 days will provide balm.

TAKE: With many employed in rural sector in absence of rapid job growth in other sectors Centre’s coverage on MNREGA has increased which indicates need.
