Well in japan there are still places where they decorate it

Only places you can find dull buildings are in tokyo, yokohama and shinjuku city, but even then they are not dull as compared to rest of the world
The buildings look still decorated and bright

Plus if you look closely the buildings and all are all deformed

Rockstar recently implemented new LOD update to gta enhanced edition and LODs are much better now, even from far away the building will looks almost exactly same not deformed crap

And the way terrain it, it looks unnatural plus there is no glades or places shown in both trailers from countryside
There is supposed to be a bit dry look region too and it's missing here
