The USPS isn't supposed to make a profit. It is a government service, it is supposed to break even.
It hasn't "always worked at a deficit". If you look at the chart below, you will see that it made a profit in 2003 through 2006. That was around the time that congress started requiring them to pre-finance future retiree benefits. That coupled with falling "first-class mail" numbers has put them in deficit.
UPS and Fedex don't even offer a "first-class mail" option. If they had to deliver letters for .50 cents (or whatever a stamp costs now) to every small town in the country in a timely manner, then they would lose money too.
