September 2024: He was placed on precautionary suspension after allegations of misconduct and sexual harassment by a female staff member.
Testimony at the Madlanga Commission later included claims that he abused his authority by targeting vulnerable female employees.
Madlanga Commission:
Mapiyeye alleged that former Ekurhuleni City Manager Dr Imogen Mashazi and municipal councillors interfered politically in the running of the EMPD.
Dispute with Julius Mkhwanazi: He accused his deputy, Brigadier Julius Mkhwanazi, of operating a “parallel structure”, approving 55 irregular senior promotions, granting blue-light privileges to alleged underworld figure Vusimuzi “Cat” Matlala without authorisation, and said he was threatened with a hitman after trying to discipline Mkhwanazi.
Retirement: In May 2026, while still suspended, the City of Ekurhuleni began the process of appointing a new permanent EMPD Chief after Mapiyeye reached retirement age.
He has now been cleared on all charges.

The KwaZulu-Natal Road Traffic Inspectorate (RTI) impounded 11 trucks during an intelligence-driven #NenzaniLaEzweni operation in Pietermaritzburg targeting freight companies operating at night to evade law enforcement.
Inspectors found multiple violations, including:
Worn-out tyres
No transport permits
Fraudulent roadworthiness certificates
Overloaded and oversized cargo
MEC for Transport and Human Settlements Siboniso Duma warned that worn-out, cheap imported and illegal tyres are contributing to deadly truck crashes, particularly on the N3.
He said these tyres often lack adequate tread, increasing the risk of skidding and longer stopping distances.
Duma announced a crackdown involving the RTI and Operation Shanela, and said the department will work with tyre manufacturers to curb the influx of unsafe imported tyres. He added that many tyres discarded overseas are ending up in KwaZulu-Natal, posing a serious road safety threat, and reminded operators that all tyres must comply with South African Bureau of Standards (SABS) safety specifications.

General Fannie Masemola was summoned by IDAC, arrested and charged with contravening the Public Finance Management Act (PFMA).
This raises an important question: does a PFMA matter fall within IDAC’s mandate, or was there another basis for its involvement?
Was this simply a financial investigation, or was there a broader agenda?
These are questions that deserve clear answers. Hopefully the Madlanga Commission or the IDAC oversight Judge will get to the bottom of it.
