SLPHA's Director General Launches Reform Drive to Reduce Congestion on Queen Elizabeth II Quay
Yankuba Askia Bio, Director General of the Sierra Leone Ports and Harbours Authority (SLPHA), has launched a comprehensive monitoring and reform programme to address chronic congestion at Cline Town's Queen Elizabeth II Quay. Since being appointed by President Julius Maada Bio, Askia Bio has been tasked with restoring discipline and operational efficiency. He has implemented a robust monitoring system to speed up container and cargo movement from the ship to the final destination. Improved container handling procedures, streamlined stacking and yard arrangements, tighter scheduling and coordination among terminal operators and cargo handlers, and stricter oversight of cargo evacuation timelines are among the measures implemented. Early indications show less congestion and faster vessel turnaround times, lowering costs for traders and logistics operators. The reforms also prioritise enhanced port security and adherence to international maritime safety standards to boost trust among shipping lines and investors.
The changes, part of a larger transformation agenda, aim to modernise governance, increase transparency, and position Sierra Leone as a competitive, investor-friendly maritime hub that supports regional trade initiatives, such as the AfCFTA. International interest from partners such as China, the United Kingdom, and Germany is said to be increasing as progress is made.
