under BSY amended the 1961 Land Reforms Act to repeal Sections 79A, 79B, and 79C. This change allowed any Indian citize.,not just traditional agriculturists to buy and own farmland in Karnataka..

Key Foundations:
Pre-IT base: IISc, HAL, BEL, ISRO and similar institutions created a strong engineering culture long before software.

Local entrepreneurship:

Policy push:
Karnataka was the first state with a dedicated IT policy (1997). Under CM S.M. Krishna, an IT Task Force (involving Murthy) and public-private efforts accelerated growth. Recent policies continue this, targeting major export and job increases.⁠

Results and Timing

Karnataka (mainly Bengaluru) has consistently held ~40–43% of India’s IT/software exports for years (STPI data; e.g., ~₹4.09 lakh crore in 2023–24). Bengaluru hosts nearly half of India’s GCCs and a very large IT workforce (claims of 25–26 lakh professionals). The state produces over 1 lakh engineers a year.⁠X

Mass migration for IT jobs accelerated only in the mid-1990s—after Electronics City, early R&D centres (e.g., Texas Instruments 1985), Infosys/Wipro scaling, and state policies were already in place. Migrants supplied scale and talent once the opportunity existed, but they did not initiate the boom.

Bottom line:
Local founders, the pre-existing technical ecosystem, and deliberate state policies and parks created the conditions. Immigrants amplified the workforce afterward; they were not the main reason the boom happened in Bengaluru.

Harsh reality: In my team, there are 6 Kannadigas who are hardworking, dedicated, and really talented. There’s also 1 Tamil girl who works well and 2 North Indians who are good at their work. But then there are 3 Telugu people, and their situation is completely different.
