. @URSBHQ has urged entrepreneurs, traders, youth, and SACCOs to utilize movable assets and intellectual property as collateral to access affordable credit.

Speaking at the Security Interest in Movable Property (SIMPO) sensitisation workshop in Mbarara, the Registrar General Ms. Mercy K. Kainobwisho said government introduced the Security Interest in Movable Property framework to support people without traditional assets like land. Assets such as phones, laptops, stock, jewelry, and farm produce can now be used to secure loans.

Ms. Kainobwisho also noted that URSB has sensitized financial institutions and lenders across the country to promote financial inclusion and support business growth. Uganda’s legal framework also allows intellectual property such as music, books, and innovations to be used as collateral for credit.

Yesterday, Commissioner for Compliance and Enforcement, Mr. Mugisha James participated in the 9th Uganda Evaluation Week 2026 convened by the Uganda Evaluation Association under the theme: “Innovate, Include, Impact: Advancing Evidence for Transformative and Sustainable Development.”
He moderated a high-level panel discussion on “Centering Equity and Indigenous Knowledge in African Evaluation.”

The discussion explored the importance of embedding equity, inclusion and African-rooted knowledge systems within evaluation frameworks to ensure development interventions are responsive to the lived realities of communities and leave no one behind.

The session featured a keynote address by Prof. Serge Eric Yak Djiam, Co-Chair Eval Indigenous and Vice President IDEAS, on “Wellbeing, Equity and Inclusion.”

Once indigenous to Bwindi Impenetrable Forest, the Batwa were relocated in 1991 when the forest became a national park. They now live near the park and, through their organization Change A Life-Bwindi, work to preserve their ancestral knowledge and support their community.
