How does their argument even remotely make sense?

If citizen minorities are less likely to have IDs, the action should be to make it easier for them to get IDs, NOT get rid of ID requirements altogether 😵‍💫

Eg. if foreign nationals at the border seeking asylum are less likely to have Visas, the action should be to expedite Legal vetting and processing, NOT to get rid of Border Control …. Oh wait 😑
