San Francisco is not a NIMBY city. Reason? Around 3 square blocks of vacant land were allowed to be developed at densities lower than Houston suburbs back in 2015.
Commercial rent control is a terrible idea. Businesses are not human beings and they do not have a right to housing. If your business cannot afford rent, you should close up shop and go work for someone who is better at capitalism.
