A player who was #2, 3 or 4 on an EFO list couldn't sign with a different team until it was confirmed that the EFO wouldn't be exercised.
So Vegas' #2 choice (Knight) was offered another (more lucrative) contract somewhere else?

Like, how is the league going to enforce the "Players who reject FPOs must sign by the end of Phase 3" rule? They can't not have a plan and just be hoping to not fall into that situation.

1. She was SJ's #1 pick and no other team listed her #1; She had until Tuesday to decide on term
2. She was #1 on multiple teams' lists and submitted her decision at noon today
If she was reluctant to go to SJ, then #1 makes most sense to me

Phase 4 would be roughly the same point this time, but that would leave teams with less than 2 days.
