i dont think this is a bug, everything points to this being intentional

1. the game doesnt warn you if you try to put him in a loadout without a soldier in lead
2. the perk says "Crits" and not "Lefty & Righty Crits"
3. it's only a 40% chance to trigger and has a 1.5s cooldown

all of this points to it being intentional and balanced out with the chance + cooldown
