How? Firstly, I will explain why an occasional viewer thinks he's chucking. And then I'll explain how his action is clean. See, for an occasional viewer, the way he delivers appears as throwing. So the first reason is that they don't know what chucking is. The second reason is they believe that he carries skeptical seeds, that's why authorities reported him. The third reason is because they haven't witnessed an action remotely similar to this & thus it appears as chucking. The fourth reason is that his low arm release seems to deviate up or down.
Probably the delayed arm rotation gives that illusion. So they certainly have their justifications for why they believe so.
However, this isn't the truth. Rules don't genuinely define it as chucking. He's absolutely not throwing. Firstly, he has a low release like Pathirana, Malinga. Secondly, he has a bent arm. So both of these factors don't constitute throwing. If we consider low release, 15 degrees angle is the difference between start and the delivery point. Now even if you load at 30 degrees and release the ball at 20 degrees, then it's still a fair delivery. As long as the release doesn't exceed 15, it's fine.
Now if we consider bent arm, it should clear the picture. Most people confuse the bend with chucking. Bend doesn't necessarily mean chucking. What's crucial is whether he straightens that bend. If he doesn't, he's perfectly fine. Actually, elbow extension or straightening of the arm only becomes a violation if it changes angle more than the critical 15-degree threshold.
The reason why he adapted that action according to his saying is that he was born with a unique right elbow which has two corners. But I don't think medical science have proven that in general yet. AWB is a victim of modern football. If he played 20 years ago, he would have been considered as probably the best full-back in the world.
He would have been a great player back when a defender had to defend. Now full-backs have to do so much more.
Invert, play as CM in possession, make underlapping runs, make overlapping runs, sometimes stay part of the rest defense, sometimes go in attack, and do all of these in the same game.
It's more difficult now and unfortunately, AWB doesn't have what it takes to play in these systems.
