Article XXVII — National Security and Borders
(Constitution of The Republic of New Persia)

Section 1.
The Present Tyrannical Regime

The Islamic fundamentalist regime presently ruling Iran has deprived the Persian people of liberty, violated the sovereignty of the nation, and subverted the constitutional principles upon which this Republic is founded.
The Republic of New Persia is established in repudiation of that system of government and shall never permit its restoration.

Section 2.
Hostile Powers and National Encirclement

The Republic of New Persia is surrounded by powers that have historically opposed, undermined, or sought to prevent the rise of an independent and free Persia. The Republic shall treat any foreign power, regime, or network that works to weaken its sovereignty, arm its enemies, or subvert its constitutional order as a threat to national security.

Section 3.
Advanced Border Defence

The Republic shall maintain a technologically advanced, multi-layered border defense system capable of detecting, deterring, and defeating infiltration, smuggling, and armed incursion.
This system shall integrate the most effective available surveillance, detection, and response technologies, including unmanned systems, sensor networks, and specialized security forces.
The Republic shall continuously modernize its border defenses to remain ahead of evolving threats.

Section 4.
Maritime and Submarine Defence

The Republic shall maintain robust maritime forces and underwater detection capabilities to secure its coastlines, territorial waters, and access to the Persian Gulf and international sea lanes. Unauthorized submarine or naval activity near the Republic’s waters shall be treated as a direct threat to national sovereignty.

Section 5.
Protection of Critical Resources

The Republic shall protect all resources essential to national survival — including water, air, food production, and energy infrastructure — from contamination, sabotage, or attack.
Any deliberate assault on these resources shall be regarded as an act of war.

Section 6.
Cyber Defense and Digital Sovereignty

The Republic shall maintain a permanent national cyber defense capability to protect critical infrastructure, government systems, and the digital rights of its citizens from foreign attack, espionage, and subversion.

Section 7.
Nuclear and Strategic Technology

The Republic shall maintain sovereign control over nuclear technology and materials on its territory.
The acquisition or deployment of nuclear weapons by any hostile power in the region shall be treated as an existential threat.

Section 8.
Economic and Financial Defence

The Republic shall maintain full sovereignty over its currency, financial reserves, and economic policy.
It shall develop independent financial systems and strategic partnerships capable of resisting economic warfare, sanctions, and foreign financial coercion.

Section 9.
Strategic Alignment

The Republic shall prioritize lasting strategic partnerships with nations that share its commitment to constitutional government, individual liberty, national sovereignty, and the rule of law.
Temporary or transactional dealings with adversarial powers shall never override this long-term orientation.

Section 10.
National Resolve and Education

The youth of Persia shall be educated to understand the historical and continuing threats to the nation’s independence.
The defence of the borders and the protection of the nation’s vital resources are among the first and most sacred duties of the Republic.

Constitution of New Persia 1.0

Preamble

We, the free people of Persia, having suffered decades of tyranny under the destructive alliance of radical Islamic fundamentalism and communist ideology, hereby establish this Constitution for New Persia 1.0.

We reject all forms of absolute power — whether religious, ideological, or political.

The sole purpose of government is to protect individual liberty, human dignity, truth, and justice, while permanently preventing the concentration of power that has repeatedly destroyed our nation.

This Constitution is founded upon the Jeffersonian balance of liberty and order, secured through federalism, limited government, truth, accountability, and civic virtue.

Article I — Fundamental Rights and Freedoms

Section 1. Freedom of Speech and Expression

The right to speak, write, debate, criticize, publish, and peacefully express ideas shall be vigorously protected.

However, this right does not shield:
• Direct incitement to violence
• Defamation and organized fraud
• Coordinated foreign disinformation operations
• Systematic propaganda intended to undermine the constitutional order through coercion, deception, or ideological subversion

Those who knowingly engage in organized deception, foreign subversion, or coordinated attacks against the constitutional order may be held legally accountable under due process of law.

Freedom of speech is a shield for liberty and the pursuit of truth — not a license for organized deception or ideological warfare against a free society.

Section 2. Protection Against Abuse of Rights

No person, group, political movement, or ideology may use the protections of this Constitution to destroy the constitutional system itself.

Rights shall not be twisted, reinterpreted, or abused to justify tyranny, totalitarianism, communism, theocracy, or any form of authoritarian rule.

No movement or institution shall possess the authority to abolish constitutional liberty, equal justice under law, or the sovereignty of the people through coercion, political violence, or the concentration of unchecked power.

Article XXVI — Biological Reality and Mental Health

Section 1.
Biological Sex

The Republic recognizes that human beings are a sexually dimorphic species.
Biological sex is male or female and is determined by reproductive biology.
For purposes of this Constitution and the laws of the Republic, biological sex shall govern unless this Constitution expressly provides otherwise.

Section 2.
Freedom from Compelled Belief or Speech

No public institution, school, medical body, or private organization acting under the authority of the laws of the Republic shall require any person to affirm, profess, or endorse claims that contradict biological sex.
No person shall be compelled by law to express beliefs contrary to their conscience regarding biological sex.

Section 3.
Protection of Minors

The protection of children is a duty of the Republic.
Medical treatment provided to minors shall be based upon sound scientific evidence and established medical standards. Irreversible medical procedures performed upon minors for the purpose of altering or suppressing biological sexual characteristics are prohibited, except where medically necessary to treat a verified disorder of sexual development, as defined by law.

Section 4.
Application of Biological Sex

For purposes of law, public administration, medicine, athletics, correctional institutions, and any other matters prescribed by law, biological sex shall govern unless this Constitution expressly provides otherwise.

Section 5.
Freedom of Scientific Inquiry

Scientific research, academic inquiry, and public discussion concerning biology, human development, and mental health shall remain free.
No governmental authority shall suppress lawful scientific inquiry or public debate solely because it departs from prevailing opinion or official policy.

Mitch McConnell wasn’t a constitutional conservative—he was a neoconservative institutionalist who mastered the use of Senate power to shape the federal judiciary and preserve the Republican foreign-policy establishment.

His judicial strategy permanently changed the courts.
He opposed Sonia Sotomayor’s confirmation in 2009, led Senate Republicans in blocking many of President Obama’s judicial nominees, and left more than one hundred federal judicial vacancies for President Trump to fill.
In 2016, he refused to advance Merrick Garland’s nomination. Then, after Justice Ruth Bader Ginsburg’s death in 2020, he moved Amy Coney Barrett’s confirmation through the Senate before the election, securing a 6–3 conservative majority on the Supreme Court.

Beyond the courts, McConnell has long faced scrutiny over his family’s financial connections to China through his wife Elaine Chao’s family business, Foremost Group, which has done extensive business with Chinese entities and has received financing from Chinese state-owned banks.

McConnell has also disclosed substantial financial gifts from his wife’s family.
Critics argue these relationships raise legitimate questions about political influence and conflicts of interest, although no official finding has concluded that McConnell acted unlawfully because of them.

McConnell’s legacy shows how political power can be exercised through institutions, procedure, and long-term strategy—not only through public speeches or campaign slogans.

Constitutional conservatives should judge leaders by their record, their principles, and whether their actions consistently advance limited government, constitutional fidelity, and the national interest.

Many of the key early figures came from far-left backgrounds — specifically Trotskyist and anti-Stalinist communist circles.
They broke with Soviet communism, but critics argue they never abandoned the revolutionary mindset.
They simply changed the language and the target.

Lindsey Graham wasn’t a constitutional conservative—he was a neoconservative.

For decades, he championed nearly every major U.S. military intervention: Iraq, Libya, Syria, and a long-term military presence in Afghanistan.
Those policies aligned with the interventionist foreign-policy agenda that has defined neoconservatism for decades. During that time, major defense contractors such as Lockheed Martin, Raytheon, and Boeing were among the interests represented in his campaign fundraising.

His judicial record also exposed a disconnect from constitutional conservatism.
In 2009, he voted to confirm Sonia Sotomayor to the Supreme Court—a justice many conservatives believe has consistently interpreted the Constitution in ways they oppose.
Years later, he forcefully defended Brett Kavanaugh’s confirmation, but that did not erase his earlier vote.

Graham’s political style often projected reliability and conservative credentials.
Yet his record reflects an interventionist foreign policy and judicial decisions that many constitutional conservatives see as inconsistent with their principles.

Constitutional conservatives should judge leaders by their record—not their rhetoric, personality, or party label.
