New York is the first US state to impose a moratorium on new large-scale data centers after Governor Kathy Hochul signed an executive order pausing environmental permits for up to one year.

The temporary freeze applies to proposed facilities expected to consume at least 50 megawatts of electricity.

State officials say the pause will give regulators time to develop stronger rules to protect the power grid, natural resources, and local communities before additional projects move forward.

Hochul said the rapid expansion of data centers could drive up utility bills, strain electricity supplies, and increase pressure on water resources.

The decision marks one of the biggest political setbacks yet for the AI industry's rapid infrastructure expansion.

Tech companies argue that new data centers are essential for maintaining America's leadership in artificial intelligence and competing with countries such as China.

But opposition has been growing nationwide as communities raise concerns about electricity demand, water consumption, noise, pollution, and the loss of farmland and open space.

A recent Gallup poll found that seven in 10 Americans oppose having an AI data center built near their community.

Local resistance has already delayed or blocked billions of dollars in proposed projects across the country.

New York's order is expected to give lawmakers a year to consider new standards that could shape how future AI infrastructure is built, not only in New York, but potentially across the United States.
