We have reflected on lessons from previous electoral cycles and carefully considered recommendations from election observation missions, court decisions, post-election evaluations, and stakeholder engagements. These lessons have informed the reforms, priorities, and operational improvements contained in the documents we launch today.
“I promise that we will safeguard the integrity of the electoral process. We will protect the secrecy and sanctity of every vote and uphold the sovereign will of the people of Kenya. When the story of the 2027 General Election is written, our desire is that Kenyans will say their Electoral Commission prepared diligently, acted impartially, rose to the occasion, and faithfully discharged its constitutional mandate,” said Ethekon.
The success of any election is not the responsibility of the Commission alone. Democracy is a shared responsibility, and its strength depends on the commitment of all actors. Political parties, candidates, state institutions, the media, civil society, development partners, and citizens all have a vital role to play. The ballot remains the highest expression of the sovereign will of the people. It is a sacred democratic trust, and we must protect it collectively, consistently, and courageously.

The Plan identifies four key strategic priorities: effective management of elections, citizen engagement and participation, equitable representation, and strengthened institutional governance. These priorities will guide every decision we make, every reform we undertake, and every action we pursue over the next five years.
A key component of today's launch is the Election Operation Plan 2025–2027. While the Strategic Plan provides the vision and direction, the Election Operations Plan provides the pathway to implementation. It outlines the activities, timelines, responsibilities, and milestones that will guide the Commission's preparations for the 2027 General Election.
This demonstrates our commitment to early planning, institutional preparedness, transparency, and accountability. Credible elections do not happen by chance. They are built deliberately through careful preparation, sound planning, professional execution, and unwavering fidelity to the Constitution and the law.

Jean-Luc Stalon, the UNDP Resident Representative in Kenya noted that IEBC and UNDP have a shared strong partnership in the delivery of election. Commend Kenya Government for conducting election every five years. This IEBC Strategic Plan 2024-2029 and Election Operation Plan (EOP) 2025-2027 are assets for Kenya’s democracy journey. UNDP believes these documents will shape how they support Kenya election process and deliver high quality and impactive electoral assistance.
Ed Barnett MBE, Deputy British High Commissioner, have been steadfast in support of IEBC in delivery of election over election cycles. This launch of the Strategic Plan 2024-2029 and Election Operation Plan (EOP) 2025-2027 is a milestone that should ensure each Shilling spent on delivery of IEBC Mandate is accountable. Election are cornerstone of democracy and provides citizens including minorities and marginalized a chance to have their voice heard and vote count. I call upon all leaders to take a firm stand against gender violence to allow women and girls to participate in political process. There is low public trust in key electoral institutions including IEBC and this needs to be tackled. On delayed legal reforms, enact laws early enough and urges Parliament to prioritize reforms in legal framework in time for the 2027 GE.

Hon. Justin B. N. Muturi, EGH, who represented Stephen Kalonzo Musyoka, the leader of the Wiper Democratic Party, noted that elections belong to the people of Kenya and must be planned in an open and transparent manner. He noted that the planning and development of the Strategic Plan 2024-2029 and Election Operation Plan (EOP) 2025-2027 needed continuous consultation with all stakeholders including political parties.
Democracy must never become captive to technology. Every stage of the electoral process must be transparent and audited. Public confidence can rise or fall based on how results are transmitted.

This strategic Plan received input from the time and after the Commissioners came on board. The Plan has been an engagement of people beyond IEBC. The scope covers institutional transformation and operation readiness for election delivery as we approach 2027.

To my colleagues in academia, especially the professors. I think the time has come for us to stop counting publications. Right now, it is almost immoral. We are doing a disservice to our country.
We should stop counting publications and start building things. We should focus on changing society. We should solve problems, and we should stand up and be counted for that. We should be able to say, "This is how I am solving society's problems," not how many publications I have put out there in journals, on the internet, or wherever else.
What matters is the impact we make, not the number of papers we publish.
