The attack on Moscow represent the peak of desperation for escalation for Zelensky. He want Russia to retaliate against Europe, hoping this will change the direction of the War. Ukraine will not be able to strike Moscow without the military support from Europe. This was carried out with full approval from European leaders and immediately after the G7 summit.
