Before you celebrate SB 999 as some great pro-life victory, there are a few things every Missouri conservative should know.

We absolutely believe children born alive deserve protection and care.

But that is exactly why people should look past the headline and read what actually happened.

Here are 5 things to know about SB 999:

1. Missouri already had protections on the books.

This did not begin in a vacuum. Missouri law already addressed the intentional killing of a child aborted alive. SB 999 started as a cleaner “Born-Alive” bill that could have strengthened existing law.

2. The version that passed removed or narrowed some of the strongest enforcement language.

The cleaner version included stronger provisions dealing with medical care, hospital transfer, reporting duties, penalties for failing to report, and broader civil liability.

Those were not small details. Enforcement is where a bill gets its teeth.

3. The final bill was loaded with provisions far beyond the original born-alive issue.

Instead of staying clean and focused, SB 999 became a much broader “vulnerable persons” bill filled with additional subjects.

That matters. Good causes do not justify sloppy lawmaking.

4. It added concerning cyber language that conservatives should not ignore.

Among the added provisions are cyberharassment / cyberstalking-style offenses using broad standards tied to digital conduct, repeated contact, “no legitimate purpose,” and causing fear, alarm, anxiety, undue stress, or terror.

That kind of vague language should concern anyone who cares about limited government, clear laws, free speech, and preventing abuse of criminal statutes.

5. It includes a nonseverability clause.

That matters. A lot.

In plain English: if a court strikes down one invalid provision in Section A, the rest of Section A goes down with it.

So instead of passing the strongest, cleanest possible bill, lawmakers attached other material in a way that could put the entire act at risk in a court challenge.

A cleaner path existed.

There was already a cleaner House bill dealing with the born-alive issue. Instead of advancing the clean version, leadership chose a loaded political vehicle.

That is the problem.

If the goal was truly protecting children, why remove some of the strongest enforcement language, add unrelated provisions, and include legal baggage that could jeopardize the whole thing?

"We've also discovered multiple state networks which are large networks of alleged employers claiming to train thousands of foreign students in OPT, then farming them out to unreported third party employers, making oversight nearly impossible and raising serious national security issues."
