### Final Branch Act (Draft I)
#### Preamble
In this technological age of modern democracy, our system must evolve to address widespread citizen alienation from government. Currently, most constitutional power resides with the Office of the President, while congressional authority is dominated by donor classes, further estranging the public. Just as states present questions to voters on local matters, federal questions should empower the people directly.
#### Proposal
Federal questions shall be presented to the people every two years during regular federal elections. These questions may mandate the passage of an act or amend the Constitution itself, with the outcome becoming the law of the land.
#### Qualification Process
Questions originate as amendments to state constitutions, approved via state elections or legislative action. Once adopted in 50 states as potential federal questions, they are submitted to the Federal Election Commission (FEC) or equivalent governing body. Questions must be worded similarly, if not verbatim, to qualify.
#### Voting and Ratification
Upon FEC qualification, the question appears on the federal ballot. The outcome is determined by the Electoral College or the prevailing electoral system.
As a valid constituent, of @BasedMikeLee living and paying taxes in Utah, hopefully you will consider similar legislation. I don't need credit.
