@snlester Hi Simon, you should look at Broda, Limão and Weinstein (2008, AER) “Optimal Tariffs and Market Power: The Evidence.” It provides evidence that the US and other countries set tariffs according to a terms-of-trade motive, when not bound by WTO agreements.
So those who got elected to the Senate don’t reflect the will of the people? The legislature, judiciary and executive are coequal govt branches. The function of legislature is checks & balances on the executive, for which the people elected these senators. Take Civics 101.
