Uganda Human Rights Commission (UHRC) chairman Al-Hajj Meddie Ssozi Kaggwa died after collapsing while driving himself near the Mulago roundabout in Kampala on November 20, 2019.
Kaggwa, 64, was rushed to Case Medical Centre after bystanders broke a window of his vehicle and found him unresponsive. A doctor from nearby Mulago Hospital reportedly administered cardiopulmonary resuscitation before he was transferred to the hospitalโs intensive care unit.
Doctors continued resuscitation efforts for about an hour but failed to revive him. He was pronounced dead at 9am.
Dr Patrick Kaliika, Case Medical Centreโs medical director, said Kaggwaโs family reported that he had hypertension and was receiving treatment. The hospital linked his collapse and death to the condition. There were no public indications of foul play.
Kaggwa was reportedly driving the official UHRC vehicle alone after his usual driver failed to arrive. He was heading to a UNICEF-organised media roundtable marking World Childrenโs Day and the 30th anniversary of the United Nations Convention on the Rights of the Child, where he had been scheduled to participate as a panellist.
He had chaired the UHRC since May 2009, leading the institution responsible for promoting and protecting human rights in Uganda.
His death prompted tributes from Parliament and the commission. Parliament, led by Speaker Rebecca Kadaga, observed a moment of silence in his honour, while the UHRC issued a statement mourning its chairman.
Kaggwa was buried on November 21, 2019, at Gayaza Kasanje Village in Mpigi Municipal Council.
He was eventually succeeded by Mariam Fauzat Wangadya, who took over the commissionโs leadership after a gap of nearly two years.
