MMU Rejects Any Attempt by Waqf Board to Prescribe Friday Sermons
Srinagar, October 13, 2026: The Mutahida Majlis-e-Ulema Jammu & Kashmir (MMU), the representative amalgam of leading religious and socio-religious organisations of Jammu and Kashmir, headed by Mirwaiz Umar Farooq, has taken serious note of reports for uniform sermon by Waqf board to be delivered in mosques on fridays.
MMU said that even the suggestion that a statutory body could determine or regulate what is to be preached from the Mimbar is ridiculous , and will never be accepted by the Muslims of Jammu and Kashmir.
It said that the Mimbar is an Amanah and religious guidance is the domain of Ulema, Imams and recognised religious institutions, rooted in Islamic scholarship and the traditions of the different schools of thought. The state or government cannot assume for itself the authority to determine religious discourse and scripted speech to be delivered, or interfere in matters of faith and religious practice.
The MMU said there is an important distinction between Ulema and religious organisations voluntarily coming together to address common religious or social concerns of the society and decide on the approach to address them and a state-linked administrative body seeking to prescribe themes or directions for sermons . It amounts to forcible state intrusion into the religious sphere, which is against law and principles of freedom of religious practice.
MMU asked the Waqf Board to remain within its administrative responsibility of management, maintenance and protection of the Waqf properties entrusted to it, rather than come up with such devious agenda and unnecessary controversy.

It is encouraging to see Ulama coming together to discuss important issues affecting society, especially action against drug abuse and the need to strengthen unity, communication, and cooperation among Muslim scholars from different regions.

Speaking at the Friday congregation, at Jama Masjid Srinagar, “As you are aware, five Muslim youth were killed in police firing during the survey of the 500-year-old Shahi Jama Masjid in Sambhal, Uttar Pradesh. The survey was ordered by the court. The killing of these youth in discriminatory police action is very distressing and condemnable.
While this matter was still ongoing, another court in Rajasthan’s Ajmer ordered the survey of the state’s iconic Ajmer Sharif Dargah of the revered Sufi saint Hazrat Moinuddin Chisti (Rah). Before that, the Gyanvapi Mosque is being surveyed under court orders. There seems to be a deliberate pattern where first doubts are raised, then the court orders surveys, and then majority claims have to be satisfied. The Babri Masjid issue, after such claims, followed by its demolition and how it was settled by courts, is fresh in the minds of Muslims.
This is an extremely disturbing and serious issue for the Muslims of not only India and Kashmir but the subcontinent and the world over. The shrine of the great Sufi and wali, Hazrat Moinuddin, is revered by Muslims all over the world, where thousands of people visit daily. This 800-year-old shrine is linked to the history and culture of the spread of Islam in the Indian subcontinent. It holds special significance for the people of Kashmir, who visit the Dargah as a pilgrimage.
Such actions backed by the judiciary and government deeply undermine the religious sentiments of crores of Muslims living in this part of the world. If India is a secular state as per its preamble, run by a constitution which includes the Places of Worship Act, then why are such issues allowed to be raked up and entertained continuously?” People know the answer. “But this is a dangerous trend that is being encouraged and can have very serious consequences.
Already, the issue of the Waqf amendment is worrying the Muslims in India, as also in J&K, for which MMU has again sent a letter to the JPC on the matter asking for a meeting.” Muslims of Jammu and Kashmir, like Muslims of India and the subcontinent, are observing all this very concerningly, and if this mindset is not curbed, people’s backlash against these assaults will be entirely the responsibility of the authorities.
Also criticise the actions of the police in preventing media coverage of my speech at Jama Masjid by barring their entry into the mosque, it is crucial for the media to freely report on matters of public interest and concern and govt should not harass them
We are all born with spiritual wings, Islam simply reminds us how to fly.” “Ramadan is a BOOT CAMP for the Muslim body and soul. In this Holy month, make everyday count.”, a month of daily fasting, broken by an iftar, a special meal after sunset and a bite before sunset.
