On 31 May 2009, Lagos police intercepted a vehicle carrying a large cash sum near 7 Aerodrome Road, Apapa. Contemporary reports put the amount at N250 million or N255 million in ₦1,000 notes, packed in boxes or bags. Those detained included Valentine Obienyem (then media aide to Anambra Governor Peter Obi), Benjamin Uba (linked to ANIDS transport), two Mobile Police officers and a driver. The destination was widely identified as premises associated with Next International, a company historically linked to Obi.

The official account given by Obi’s camp and later accepted by an Anambra House of Assembly ad-hoc committee was that the cash belonged to contractor Ejike Onwusogbulu of Glitz Introverse Ltd. It was said to be an overdraft drawn from Fidelity Bank in Awka on 28 May 2009 to buy 21 Ford Ranger pick-ups for police formations and 21 Kia Optima cars for local-government officials. Dealers in Lagos preferred cash-and-carry, so the money travelled with government vehicles. The committee, chaired by Gabriel Onyenwife, reported in early July 2009 that the funds were legitimate local-government allocations, that no Anambra money was missing, and that Obi himself was not complicit. The House adopted the report as a working document pending any police or EFCC findings.

Police actions were inconsistent. Lagos command initially counted and video-recorded the cash, then deposited it into an Anambra State government account at Fidelity or Spring Bank on the Inspector-General’s instruction. Public statements from the Lagos police spokesman later denied any interception had occurred. Force Headquarters in Abuja subsequently ordered a further probe, citing questions about why such a large payment was made in cash rather than by cheque and why the contractor did not immediately appear. Petitions reached the EFCC alleging money-laundering and diversion of security-vote funds, but no charges against Obi were ever publicly concluded.

Critics, including PDP lawmakers in Anambra and civil-society groups, argued the cash formed part of the governor’s monthly security vote, that the contractor story contained contradictions, and that transporting hundreds of millions in cash to a private-company address on a Sunday raised money-laundering red flags. They noted that the Assembly’s own report explicitly left the matter open until police and EFCC reports arrived—reports that never produced a public indictment. The episode occurred in a politically charged period, with the 2010 Anambra governorship election approaching and the Assembly controlled by the opposition.

In short, the seizure is a documented event whose legal status remains that of an unresolved controversy rather than a proven crime or a fully closed administrative matter. The money was returned to state coffers, the Assembly issued a qualified clearance, and no court conviction followed. The same facts continue to be cited, with differing interpretations, in later political contests.
