The new revisions of the PCSA prohibits Power 4 conferences from expanding WITH OTHER POWER 4 Schools. This means the Big 10, SEC, Big 12 and ACC cannot poach from eachother.
HOWEVER, Those conferences MAY expand with Group of 6 schools.
