The German Foreign Ministry stated that EU states are issuing too many tourist visas to Russian citizens. Berlin believes this runs counter to the policy of isolating Russia and complicates the monitoring of entry into the European Union.

The debate intensified following the arrest of a Belarusian national holding a Russian passport, who is suspected of planning a drone and explosives attack on Leipzig Airport. He had entered the Schengen Area using a tourist visa issued by Italy.

In 2025, Italy issued more than 165,000 visas to Russian citizens—nearly three times as many as in 2021. Meanwhile, Estonia, Latvia, Lithuania, Finland, Poland, and the Czech Republic have effectively stopped issuing tourist visas to Russians.

As a reminder: Following the attempted act of sabotage at Leipzig Airport, Germany is also considering the possibility of providing Ukraine with target coordinates for attacks on Russia.
