While I believe in the pardoning power of the presidency, it should come with one important but very simple safeguard...

An application for pardon must be publicly filed 90 days in advance of any actual pardon being granted.

This would prevent any post-Election Day shenanigans by forcing Presidents to announce their intentions to the voters in time for them to express an opinion on the subject.
