One of the English nurses unions has said they would suspend the strikes and use that offer as a basis for negotiations, not that it would necessarily be accepted by them.

It takes no account of the current NHS wage demands nor any future calls for increases. It also doesn't say how they'll recruit people - if no one wants to do the job, they can't force them.

You didn't address the questions of how you recruit the extra police officers and get staff for the NCS, when recruitment is already an issue.
