The EU has established extensive and clearly defined reform requirements for Ukraine as part of the country’s process toward becoming a full member of the Union.

• An independent, functioning, and impartial judiciary.
• Stronger laws and effective institutions to combat corruption at all levels of society.
• Strong and stable institutions that safeguard democracy and human rights.
• Alignment with EU rules and legislation to ensure a functioning market economy.
• Protection and rights for national minorities in accordance with European standards.

In addition to the formal Copenhagen criteria and the accession negotiations there are also strict performance requirements for financial support, including under the Ukraine Facility. Funding is directly conditional on Ukraine meeting agreed reform milestones.
