Today, I was at the 15-kilometre Apo to Wassa road project and the ongoing construction of the N16 Bridge at NICON Junction and the road project passing through Gishiri and linking Maitama and Katampe Districts to Wole Soyinka Way, for an on-the-spot assessment.
The projects are scheduled for commissioning as part of the 2nd Anniversary of the President, Asiwaju Bola Ahmed Tinubu.
FCT Minister, Nyesom Wike has expressed dissatisfaction with the embarrassing the spate of contract variations in the territory, lamenting that since he made known his intention to complete abandoned projects he has been inundated with talks of contract variations.
Speaking on Thursday when he inspected the Lower Usuma Dam in Bwari,Wike queried why the contractor’s report on the Usuma Water system contract which was awarded as an emergency project in 2017 at the cost of N20 billion, and further revised upward to N50 billion in 2020, would now indicate that yet another N900m would be required to complete the job despite attaining 90 percent completion.
He said; “We are going to overhaul the entire system. I have never seen a thing like this before in my life. What you see in FCDA contract variation from N10bn to N120bn, from N50bn to N200bn. It is alarming and I am not going to accept it.
“It was unfortunate that while we went to the Gurara road, it was very embarrassing, and this is not what they are going to take. The job was awarded in 2017 at the cost of N20bn, in 2020 they revised the contract sum to N50bn.
“As I speak to you, we have paid almost N50bn, what is outstanding from what the man in charge has said is N900m, and now the N900m will not be enough to complete the job that they have done about 90 percent and thereby we move to another variation. This is what we are not going to accept.”
“Now, having come to the Usuma Water System, I was told that the contract had been awarded as an emergency contract. We just heard it now that it has not been awarded fully. Just a mere letter of intent to the contractor since last year August.
“We know the importance of this, because it supplies water to our people in the city and this environment.
“Water is very important, so I have directed that it is not an emergency again. If something has happened since last year, you call it an emergency till now, it is no longer an emergency. If at all it was an emergency, we are going to start all over, and we are going to supervise the procurement process and we will allow other companies to bid as far as this project is concerned. So, it is alarming.”

A 10 Point 'Palliative Care' initiative for Tarabans
As the Governor of Taraba State, it is my duty to ensure the welfare of our people remains at the heart of every decision we make. We are all aware that the recent removal of fuel subsidies at the National level has raised concerns about its impact on ordinary citizens; especially the vulnerable members of the society. While this policy may have its merits, it has also brought about economic challenges, and we cannot afford to overlook the plight of those who are most affected.
Allow me to introduce the “Palliative Care” initiative; an all-encompassing initiative that aims to support fellow citizens during these challenging times. Under this program, we will implement the following key measures:
1. Fuel subsidy removal assessment
During this assessment, we will review local solutions, such as retrofitting vehicles from fuel-propelled engines to gas and electric powered engines, we will review the pros, cons and other strategies for implementation.
2. Public Transportation and Food Subsidy
We will partner with local Transport Unions, to subsidize public transport fares for commuters in need. We will also collaborate with local farmers and vendors to ensure food items are affordable through subsidized prices.
3. Skill Development and Job Creation
We will create sustainable opportunities for our people by investing in skill development programs and establishment of Small and Medium scale Enterprises (SMEs). We will promote the digital literacy programs and e-commerce platforms to enable small businesses to reach a broader market and adapt to changing economic conductions.
4. Social Support Networks and Targeted Support Program
We will strengthen existing SSN such as health care services and education, which will be our https://t.co/LlvJV4uVp4 addition, we will engage vulnerable groups such as woman-led households and Internally Displaced Persons (IDPs). This will include direct financial assistance, food and access to healthcare services.
5. Energy Efficiency & Renewable Energy Promotion
We will ensure that the Ministry of Energy and Economic Development implements Energy Efficiency Programs and promote the adoption of renewable energy sources such as Solar power in homes and official / business areas.
6. Agricultural Support and Food Security
The distribution free fertilizers to 168 wards within Taraba State, and provide 750 Multi-purpose mini tractors at a subsidized rate to farmers with immediate effect. We will also supply free anthrax vaccines to protect our livestock and animals.
7. Environmental Conservation and Green Initiatives
We will ensure that the Ministry of Environment and Climate Change Implement in conjunction with other related Ministries environmental conservation programs, and eco-friendly practices to foster a sustainable and resilient state.
8. Implementation of minimum wage
We will implement the Federal Government approved minimum wage effective October 2023 to Civil Servants in Taraba State.
9. Partnerships and Resource Mobilization
We will forge partnerships with NGOs, Private Sector Organizations and International Development Agencies to leverage additional resources and partnerships for the initiative.
10 “Operation Clean Taraba and Waste Management”
We will temporarily engage 10,000 stranded Youths and women for a period of 6 months, who will receive a monthly stipend of N15,000.00 (Fifteen Thousand Naira). They will be pace-setters to other residents and work towards achieving the objectives of “Operation Clean Taraba and Waste Management”.
We have constituted a ���Palliative Care Committee Task Force”, which is charged with the responsibility of ensuring that all the above listed palliative measures are implemented.

This afternoon, we presented another batch of bond certificates to contributory pensioners in Osun State. From the inception of our administration to date, a total of N8,572,152,849.05 has been released for payment of pensions, gratuity and accrued right benefits for retirees.
We received the NUC management team led by the Executive Secretary, Ambassador Chris Maiyaki, yesterday evening. I reassured the NUC team that our administration will give all necessary support and provide the needed logistics for the operation of the University of Ilesa.

PDP Constitutes Special National Media/Publicity Committee for Bayelsa, Imo and Kogi Governorship Elections
The Peoples Democratic Party (PDP) has constituted a Special National Media/Publicity Committee (SNPC) for the November 11, 2023 Governorship elections on Bayelsa, Imo and Kogi States respectively.
The Special National Media/Publicity Committee, headed by the National Publicity Secretary, pursuant to Section 40 (1) (a), (b) and (c) of the PDP Constitution (as amended in 2017) is to liaise with the various Campaign Councils and Committees for the elections to ensure effective media and publicity actions for the victory of our Party in the elections.
