It hasn’t been empty, but the suitors don’t see her as a capable ruler including her own son.She’s saying that she has been the one holding things down while waiting for her king to come back, and she’s willing to continue doing so because she believes he’s still out there.

The throne was never empty. Penelope WANTS Odysseus to come back. She isn’t against there being a king on the throne, she’s against there being anyone other than Odysseus on it.
