Not really. Lenin’s conditions outline the historical phase of imperialism as the final stage of capitalist development, not describing imperialist actions taken by the bourgeois state. It really bothers me when people try to use those conditions to define whether or not a country is imperialist or not, because how would a country “the territorial division of the whole world among the biggest capitalist powers is completed.” That doesn’t even fucking make sense as a sentence why would he be talking about a country
