9月9日（秘密翻译组） —— 周二，川普政府猛烈抨击了福特汽车公司与中资企业的商业合作，称这些合作存在国家安全隐患。

美国交通部长肖恩·达菲（Sean Duffy）周二致信福特首席执行官吉姆·法利（Jim Farley），称该汽车制造商与中国电池制造商宁德时代以及中国汽车制造商吉利和比亚迪的业务往来引发了“深切担忧”。

他敦促福特切断与主要中国企业的联系。

达菲表示，美国交通部对福特位于密歇根州马歇尔市的工厂依赖中国电池制造商宁德时代的授权技术感到“深感震惊”，并指出宁德时代已被列入五角大楼指控与中国人民解放军有联系的企业名���。

他还批评了福特公司决定将林肯Nautilus车型的生产从中国转移至美国的计划推迟至2030年，因为这将使该公司在未来数年内继续依赖中国的制造能力。

达菲还质疑了法利今年1月在底特律车展上向政府官员提出的“促进中国企业在美设立合资企业”的提议。

福特与吉利达成的协议在7月就面临批评，众议院美国与中国共产党战略竞争特别委员会主席、密歇根州众议员约翰·穆勒纳尔（John Moolenaar）表示，“与吉利的合作将进一步助长中国对欧洲汽车市场的摧毁。”

福特与宁德时代（CATL）的合作也遭到了批评。

福特则在一份声明中狡辩称，达菲的“这封信是试图博取头条的错误之举”。

然而，历史事实表明，福特公司在与独裁邪恶政权的合作方面，是有前车之鉴的。

美国对德宣战发生在1941年12月（珍珠港事件后，德国先对美宣战）。此前福特汽车公司通过德国子公司 Ford-Werke AG（福特工厂股份公司）与纳粹德国有密切商业往来。

福特1925年在柏林设立办事处，1926年开始组装卡车和T型车。1930–1931年在科隆莱茵河畔建成大型工厂（科隆-尼尔厂），成为德国总部。到1930年代末，福特-Werke已是德国四大汽车制造商之一，商用车产量居第二（仅次于通用旗下的欧宝）。

1930年代中期，美国总部通过向科隆厂下出口订单（销往拉美和日本）帮助其提���利润，并签订易货协议：德国子公司出口车辆和零件，换取橡胶等战略原材料（纳粹政府从中抽成）。这些安排缓解了德国外汇管制，也让福特工厂获得继续运营所需的物资。1938年前后，子公司销售额和资产都明显增长。

福特对纳粹德国最被提及的“技术贡献”是大规模流水线生产（福特主义）。希特勒公开崇拜亨利·福特，曾在《我的奋斗》中提到他，办公室里挂有福特肖像，并希望用类似T型车的思路制造“国民车”（后来的大众甲壳虫）。德国工程师多次访问迪尔伯恩工厂学习装配线方法。科隆工厂因此成为当时欧洲较先进的汽车厂之一。

Wonder how the CCP infiltrated America’s scientific establishment?

I found an extraordinary 2001 Chinese government-linked document that appears never to have been examined during the Senate confirmation of Biden’s Cabinet-level science adviser, Eric Lander.

The Chinese-language report says Lander—then director of the Whitehead/MIT Center for Genome Research—was appointed “honorary dean” of China’s first graduate program and training base dedicated to genomics and bioinformatics.

The English version published by People’s Daily described him as “honorary president” of the two centers.

This was not merely another foreign award.

The program was jointly established by the Chinese Academy of Sciences and Zhejiang University to produce a continuing supply of genomics and bioinformatics specialists for China.

The document described the training base as another major initiative of the Chinese Academy of Sciences’ genomics center and the Huada Gene Research Center—part of the early institutional network associated with what became BGI.

It also reveals something even more significant: Lander’s Whitehead/MIT genome center became a “sister center” with the Chinese Academy of Sciences genomics center and Huada.

The declared purpose was extensive cooperation involving “personnel” and “technology.”

That BGI connection looks far more alarming in hindsight.

The Pentagon now identifies BGI Group and BGI Genomics as “Chinese military companies,” stating that BGI Group is affiliated with the People’s Liberation Army and contributes to China’s military-civil fusion system.

The Commerce Department has separately blacklisted multiple BGI entities, warning that their collection and analysis of genetic data posed risks of Chinese government surveillance and diversion to China’s military programs.

U.S. regulators have also warned that human genetic samples collected by BGI may reach China’s government-funded National GeneBank—creating serious privacy and national-security risks.

Yet Lander’s reported Chinese appointment and the sister-center relationship appear nowhere in his 190-page Senate questionnaire.

The questionnaire lists his positions, memberships, awards, honorary degrees, boards, publications and professional history. Searches for “Zhejiang” and “Huada” return nothing.

The relationship was plainly relevant to the job for which he was being considered—and the Senate never appears to have examined it publicly.

Senators specifically asked Lander about China’s espionage targeting American science.

Sen. Roger Wicker cited FBI Director Christopher Wray’s warning that China represented America’s greatest long-term counterintelligence and economic-espionage threat, then asked what universities should do to protect valuable research.

Lander answered that universities needed greater awareness, cybersecurity and “openness and transparency with respect to research and development collaborations.”

He did not mention his own reported Chinese honorary appointment or the personnel-and-technology partnership involving his American genome center.

The Senate nevertheless confirmed Lander by voice vote on May 28, 2021.

Biden elevated him to the Cabinet and placed him in charge of the White House Office of Science and Technology Policy—giving him extraordinary influence over biotechnology, American research institutions and the government’s response to Chinese scientific exploitation.

Lander then helped write the federal government’s research-security rules.

In January 2022, he warned that China’s government was working to “illicitly acquire our most advanced technologies” and oversaw guidance requiring scientists to disclose foreign affiliations, appointments, contracts and support.

The official writing America’s rules for disclosing foreign scientific relationships had a reported Chinese honorary title and an institutional partnership involving personnel and technology that the Senate never publicly explored.
