And the only way to truly “police it” is to have the coach at the “lower” level understand that kid is never allowed to pitch if he is a pitcher on the “higher” level.
There is no possible way to try and manage it and pitch for both teams without putting the kid in a dangerous position. Less than 9% of high school baseball players are fortunate enough to play in college. These kids shouldn’t have to deal with arm pain for the rest of their lives.

@WallStreetApes I remember this happening 20+ years ago. Co-worker made more money having another baby and staying home than she could’ve made working. More kids more $/month.
