The guy he’s (badly) remembering is Troy Lake, a Wyoming diesel mechanic. In 2024 he was convicted of conspiracy to violate the Clean Air Act for systematically removing emissions equipment from customers’ commercial trucks, school buses, ambulances, and fire trucks at his shop (not his own car). He got sentenced to 1 year + 1 day, served about 7 months, and Trump pardoned him in November 2025.
