1) the proposed deal is modeled on the recent Frontier Nagaland Territorial Authority (FNTA) pact signed with the Eastern Nagaland Peoples Organisation (ENPO), which grants a degree of autonomy to six Nagaland districts...
2) the deal aims to provide greater autonomy, financial authority & administrative power to the hill districts...means self governance within the state assembly framework...
