Hester Peirce, if you actually wanted to combat "Naked Short Selling" I think a good place to start would be Ban Citadel Securities, Virtu Financial, Jane Street, and Susquehanna from trading indefinitely.

These 4 firms are the biggest perpetrators of market manipulation and predatory ILLEGAL NAKED SHORT SELLING.
