Here's What You Need to Know About Bill 5:
Titled the “Protecting Ontario by Unleashing our Economy Act,” Bill 5 is being marketed as a solution to global trade uncertainty and Trump-era tariffs. Premier Doug Ford claims it will:
1) Cut red tape
2) Boost Ontario’s competitiveness
3) Attract investment, particularly in Northern Ontario
But once you dig into the details, those claims collapse.
➡️ Cut Red Tape?
Everyone wants to get Ontario building, faster. But there’s a difference between cutting red tape and cutting corners. Red tape is excessive paperwork. Bill 5 goes far beyond that. It gives Ford's Cabinet the power to override entire laws.
At the heart of the bill is a new framework for “Special Economic Zones,” where Ford’s government can suspend almost any law it chooses. That includes labour laws, constitutionally protected Indigenous rights, and environmental protections. Ministers can exempt hand-picked projects from zoning rules, public consultation, and even legal liability.
And these No-Law Zones aren't just restricted to the North. The Ford government can create them anywhere.
In fact, in a recent media appearance, the Premier admitted he would be looking to use these zones to fast-track his Fantasy $100B 401 Tunnel.
The approach of the government doesn't cut red tape. It cuts democracy out of the process and sidesteps accountability. That's not efficiency, that's recklessness.
➡️ Boost Competitiveness?
Strong economies are built on trust, stability, and partnership. Bill 5 threatens all three.
Business, engineers, First Nations leaders, industry experts, and environmental advocates say this bill invites legal chaos. In Northern Ontario, the duty to consult First Nations isn’t optional—it’s a legal requirement.
Competitive economies don’t silence stakeholders. They work with them. And they win long-term by building certainty, not cutting corners.
This Bill slow-walks disaster. Projects bulldozed through without consent often get bogged down in conflict, delay, and litigation. That’s not competitiveness. That’s instability.
➡️ Attract Investment?
Doug Ford claims this bill will attract investment. But investors don’t come for chaos. They come for certainty.
Bill 5 hands legal immunity to government-chosen “trusted proponents" (government insiders), guts transparency, and lets ministers override the rules at will. That doesn’t inspire confidence, it signals risk. Investors want a stable, predictable environment. They want clear rules and legal certainty, not sudden carve-outs and unchecked political discretion.
And when a project can be pushed through without legally required consultation or public oversight? That’s not a fast track, that’s legal fights and delays waiting to happen. The backlash that follow will stall development, increase costs, and push good investors elsewhere.
If this government was serious about attracting investment, they’d focus on getting it right, not rushing it wrong. The fastest way forward is to build with trust, transparency, and full participation. You don’t win the game by benching half your players.
➡️ The Bigger Picture
Disguised as efficiency, Bill 5 is a sweeping power grab. It’s Trump-style politics cloaked in economic jargon, a tool to hand Ford and his insiders extraordinary control over Ontario’s future.
And we’ve seen this movie before: governments that bulldoze their way through complex problems rarely solve them. They just create new ones, legal, social, and economic.
➡️ How is the Official Opposition NDP Responding?
We’ve been sounding the alarm on Bill 5 since day one.
Our Deputy Leader, @solmamakwa , has been leading the charge, amplifying First Nations leaders who are demanding respect for Treaty rights and the duty to consult. We convened industry experts, labour, and businesses through our Leader’s Advisory Council on Tariff Response and Economic Security and our Working Group on Critical Minerals and the Ring of Fire to work on a better path forward.
In the legislature, we pushed for meaningful amendments to limit Bill 5’s overreach and restore public accountability. And when the government tried to ram this bill through under the cover of darkness, we used every legislative tool we had to slow it down.
On Wednesday, May 28, Ford’s Conservatives scheduled a late-night committee session to push Bill 5 through while Ontarians weren’t watching. But the Ontario NDP Official Opposition held the floor from 4PM to midnight, exposing their tactics, forcing the debate into the light, and successfully delaying Bill 5.
Now, the Ford government is trying to shut down debate entirely. On Thursday, May 29, they introduced a Time Allocation motion to silence committee discussion and allow barely an hour for third reading before forcing a final vote, all to fast-track a bill that gives them unlimited power to override Ontario law.
This is not democracy. It's Trump-style politics, Ford-style power grab.
We’re doing everything we can inside the legislature and we will not back down. But we also need strong public pressure to stop this bill in its tracks.
That’s why we launched a province-wide email campaign, and Ontarians are responding in record numbers:

2) Over 73,000 emails have been sent
3) Across 86 out of 124 provincial ridings
People are making it clear: they won’t be shut out of decisions about their rights, their communities, or their future.
