FIFA don't allow international transfers of U18 players. Villa thought they would be fine as Brian was born in England and represented England at youth level but they've blocked it.
FIFA doesn't consider transfers between EU countries as "international" so blame Brexit.

@StevenBillingh5 Keep both, it's the one position we have rotated and on the whole Digne was fresh for the big games & no injuries for either.
It would be nice to have that ability across every position.
@UpTheVile@TotalVilla_@garystonehouse They can claim back for costs but most clubs are selling a lot more stuff (tickets, merch etc) than they're spending on non wage costs.
Add in a one off large sale that isn't VAT exempt and it's difficult to claim back unless they spend the same or more on buying from UK clubs
