Specifically, FSRA is not allowing rebating commissions (in Ontario). I fundamentally don't agree with rebating. It is a clear incentive-based selling tactic that puts stress on the insurance industry to benefit the revenue of the selling advisor.

An interesting article, but it completely misses the real problem. Insurance advisors often die or leave the business leaving their blocks of business behind...unserviced/not-assigned to an advisor. We call these clients "orphans."
