Jharkhand decided to modernise its treasury system. They built a shiny digital platform called J-Kuber so salaries could be paid cleanly and efficiently.

Some government staff looked at the new system and saw something else: an opportunity.

They changed retirement dates of people who had already left service. They inflated salaries - turning ₹43,000 into ₹4.3 lakh.

They created ghost entries and routed the money into accounts they controlled. One retired policeman alone was used to withdraw over ₹4 crore across dozens of transactions.

The fraud ran for years. Estimates started at ₹33–40 crore and kept climbing as more treasuries were checked.

Hazaribagh and Bokaro were the worst. Hundreds of employees, from constables to higher officials, are under the scanner.

This was not a hacker sitting in a dark room. This was an insider job. The same people responsible for checking the payments were helping themselves to the money.

You can change the system but not people - if we want to stop the fraud - we need to build fool proof systems

Just think about it, they have traveled such a long distance to reach Jammu and Kashmir. More importantly, they are settling specifically in Jammu.
